Asbestos, Marvellous But Malevolent

Asbestos is not a synthetic compound as one might expect but is a mineral found naturally in metamorphic and igneous rocks.  Minerals are inorganic substances that occur naturally and have a solid form. Asbestos crystals are unique as they exist in a fibrous thin elongated form and during asbestos mining the rocks are crushed and then blown to release the fibres. Depending on the crystalline structure of the fibres the asbestos can be grouped either as "Serpentine” if they are in layered sheets or "Amphibole" if they are chain-like. 

Types of asbestos in the Serpentine group include chrysotile, tremolite, amosite, actinolite and crocidolite while anthophyllite belongs to the Amphibole group. Chrysotile, amosite and crocidolite are also known as white, brown and blue asbestos respectively and it is these forms that are predominantly used in industrial applications.   In the 1950s the use of asbestos in building materials became commonplace and it was frequently used in combination with other materials because of its distinctive and useful properties.

Most forms of asbestos are chemically inert (non-reactive) to other chemicals and can therefore protect against corrosion. Asbestos is also an excellent insulator as it has the ability to lock in heat and keep out cold. The fibres are also odourless and insoluble and will not evaporate in air. In addition asbestos is fire resistant and therefore the combination of all these properties makes it suitable for a range of applications commercially including building materials and textiles.  It was in the 1980s that the first ban in the use of asbestos was introduced due to health and safety concerns. Four main diseases are associated with exposure to and specifically the inhalation of asbestos fibres namely asbestosis, mesothelioma, lung cancer and non-malignant pleural disease.

Due to its widespread use in the building industry prior to the year 2000 there is numerous potential for exposure to this hazardous substance and stringent processes need to be followed for the removal of asbestos. ASBESTOS SURVEYS: Why using experts is best

The location and management of asbestos is assessed during the standard Asbestos Management Surveys while Demolition or Refurbishment Surveys are undertaken in areas where demolitions or major refurbishments will be taking place. In order for an asbestos removal project to comply with legal and safety requirements and to ensure that it is effectively removed from a contaminated area an asbestos survey should be undertaken by certified asbestos surveyors. Management surveys are usually minimally intrusive causing little disruption whereas conversely Demolition or Refurbishment Surveys are very disruptive and intrusive as all likely locations of asbestos need to be included.

Jamie Purdon, Technical Officer says, “In addition to our head office in Walsall, we also have an office in Burbage near Hinckley. Our staff is equipped to work anywhere in the UK, they are experienced teams working under professional and extremely competent supervisors. They are fully trained, CSCS certified and are all CRB checked. I am responsible for asbestos surveys under HSE Guidance 264 which include management and demolition / refurbishment surveys. I also undertake and issue site specific method statements, risk and COSHH assessments for notifiable asbestos removal, Currently I am managing several contracts from residential housing to demolition projects.

For large projects, the Company employs a Certified waste contractor who will deliver a special asbestos removal skip which, when full will be taken to a hazardous waste transfer facility and then to the appropriate landfill site. For smaller projects the Company has its own compartmentalised vehicle, which is certified to be able to carry the asbestos waste to the processing site.

Jamie adds, “Some of these contracts require the use of some very innovative methods to achieve a safe and cost effective solution to some very difficult and emotive asbestos removal projects. This is particularly important when working in live areas, for example Asbestos Abatement Services is involved in the complete refurbishment of a large council building by another contractor. The building is full of asbestos and a great deal of work was necessary to ensure the complete safety of those working in the building while the asbestos was being removed.

Asbestos Surveys

 

The duty to manage asbestos is contained in regulation 4 of the Control of Asbestos Regulations 2006.

It requires the person who has the duty to:

  • take reasonable steps to find out if there are materials containing asbestos in non-domestic premises, and if so, its amount, where it is and what condition it is in;
  • presume materials contain asbestos unless there is strong evidence that they do not;
  • make, and keep up-to-date, a record of the location and condition of the asbestos containing materials - or materials which are presumed to contain asbestos;
  • assess the risk of anyone being exposed to fibres from the materials identified;
  • prepare a plan that sets out in detail how the risks from these materials will be managed;
  • take the necessary steps to put the plan into action;
  • periodically review and monitor the plan and the arrangements to act on it so that the plan remains relevant and up-to-date; and
  • provide information on the location and condition of the materials to anyone who is liable to work on or disturb them
In order to comply with that duty to first step is to have a building surveyed for the presence of asbestos containing materials from which a management plan can be formulated.
There are 2 types of survey that can be carried out

Management Survey used to locate and manage asbestos materials

Demolition or Refurbishment Survey a more intensive destructive asbestos survey, carried out in unoccupied areas before demolition or major refurbishment of part or all of a building/property
It is vital that these asbestos surveys are carried out by highly experienced surveyors who have the knowledge of where asbestos would have been installed and are backed up with quality PI insurance.
